There are several IoWMIxxx functions (such as IoWMIOpenBlock)
available.

I could see conceivable building by hand some IRP for IRP_MJ_SYSTEM_CONTROL
and doing an IoCallDriver with that IRP, even if I see no reason for doing
that.
