Vista Home Premium comes with the Aero theme enabled by default. There is
nothing to install. Of course having more visual effects takes computing
resources. Try it and see how it works on your machine.

Since you think Aero is something that needs to be installed, it may already
be enabled on your machine! Otherwise:

Control Panel>Personalization>Windows Color and Appearance

Under Color Scheme, select Aero. Apply/OK out.
